Since it's just a sketch there isn't much to go off for critique yet but from what I can see...

So far the hair seems more Rococo than Victorian.

Rococo is the time period of Marie-Antoinette which was in France, about 100+ years before the Victorian era in England.
A lot of people tend to get them mixed up since they were both big movements of fashion, technology and political statements. But they are not the same.

Victorian hair styles started veering away from the rolled up beehives and powered wig styles,like this.
They often hot ironed and curled their hair with direct heat, leaving the hair coarse and hard. They wore flatter, smoother styles that had all the fluff and curls toward the bottom, leaving room for hats and hair ornaments.

French rolls, curls and brains were BIG then.

The corset you have on the girl in this sketch seems older than Victorian.
Another "landmark", if you will, of Victorian women was the special body shape that the corsets created.
It created a very distinct "hourglass" shape that both synced the waist and pushed up the boobs (since bras weren't invented yet).
The Victorian corset was shaped like this [link]. Sometimes, depending on how tightlaced the corset was, the curve was less extreme but the shape was still there [link]

The dress itself, however IS Victorian. The bodice (breast part) of the dress would have a different silhouette when wearing the correct corset though. [link]

Since this is just a sketch I can't say too much on it since I don't know where you are going with this and she doesn't have a face yet.

The torso and head seem a bit too big for the body.

But so far this sketch is going to a good place so I hope you work at it more!
